The procedure for submitting, reviewing, and publishing articles
The editors are guided by the rules of publishing ethics and the prevention of unfair publishing practices. Before sending the manuscript to the editors, the author should read the conditions for publishing an article in the journal, including these Rules for Authors and the Ethical Principles of Scientific Publications posted on the journal's website.
Articles should correspond to the topics of the journal. The manuscript should be accompanied by a cover letter from the institution and an examination certificate (for Russian-language articles) on the possibility of publication in the open press. The article is submitted to the publishing house in two versions: for reviewers (see Paragraph 10) and editors (see Paragraphs 1, 5, 7, 8) for further publication in the journal after making all the necessary comments and corrections.
Read more... The editors review all received materials for the purpose of their expert evaluation. The final decision is made by the editorial board, based on the results of an independent review. Reviews are stored in the editorial office of the journal for 5 years. Upon receipt of a request, the editors send a copy of the review to the Ministry of Education and Science of the Russian Federation. Articles requiring revision are sent to the authors. If the article is not accepted by the editorial board for publication, the editorial board sends a reasoned refusal to the authors. Original articles will not be returned.
Articles from foreign authors are accepted and published in English. Last name, first name, title of the article, abstract, keywords, list of references should be presented in two languages, English and Russian.
The article should be signed by the author (co-authors) before the list of references. The article should be accompanied by information about all authors in Russian and English: last name, first name, patronymic in full, academic degree, academic title, position, full name of the institution, its postal address, e-mail of the author.
Authors (including graduate students and external PhD students) are not charged for publication. Fees are not paid.
Requirements for the design of author's original articles
When preparing articles, the editors ask authors to conform to the following rules:
1. The maximum length of the article is no more than 40 pages, including tables, graphics, and a list of references (or the amount of text equal to 40 thousand characters (with spaces), graphic materials – 3000 cm2).
The article (with the UDC index) should be submitted on electronic media (CD, e-mail, web) in MS Word Document (*.doc) format with the desired printout in one copy on A4 paper.
2. The printout should fully comply with the electronic version. Text font Times New Roman, size 12 pt, line spacing 1.5, paragraph indentation 1.25 cm, width formatting, all margins 20 mm. Article pages should be numbered.
The author (co-authors) should sign a paper printout after providing information about themselves in Russian and English (last name, first name, patronymic in full, academic degree, academic title, position, full name of the institution and its postal address, e-mail, contact phone number).
3. The article should be accompanied by an abstract (maximum of 10 lines) and keywords (maximum of 5-7) in two languages, Russian and English. Surname, name, and affiliation of the author, the title of the article are also given in two languages.
4. When typing, it is unacceptable to use spaces or tabs instead of paragraph indents, as well as double (triple, etc.) spaces between words in the text. The given units of measurement must correspond to the SI system.
Headings within the article can be centered. Bold or italics are allowed. Quotation marks of the same type («angle quotes») are used for all text.
Complicated formulas or symbols not found in Times New Roman should be entered manually. For typing mathematical formulas and chemical symbols, it is recommended to use Microsoft Equation formula editor. Only those formulas that are referenced in the following text should be numbered.
5. Each figure or table is provided as a separate file. The files containing them are numbered in the order in which they will be placed in the text: for example, Fig. 01, Fig. 02, Tab. 1, Tab. 2, etc.
Figures, diagrams, tables should have their own continuous numbering and references in the text, for example (Fig. 1) or (Table 7).
6. Tables are typed in Times New Roman, size 9 pt, single-spaced and must have a title; words in table titles are not abbreviated. The maximum size of the table should not exceed the journal page, 17 × 25 cm. Tables of the same type are built in the same way.
7. Each figure is provided separately without attachment to a Word document, without compression in *.cdr (Corel Draw graphic editor up to version 15.0), *.eps, *.tif or *.jpg formats (the best image quality, 12, is selected in the image quality parameters).
Photos and halftone illustrations are made with a resolution of at least 300 dpi. Vector illustrations are submitted in the file format of the graphic editor in which they were prepared, or in *.eps format, and have a resolution of at least 600 dpi. In the case of providing figures with a lower resolution, the author gives a written confirmation that there are no claims for their quality.
Diagrams should be made only in a graphical editor (not in Microsoft Office).
The size of letters and numbers in the figures should be at least 2 mm, line weight at least 0.2 mm.
We recommend using standard fonts (Times New Roman, Arial, Symbol). When using special fonts, the author sends them in a separate folder along with all materials.
Colour graphic materials should be targeted at four-colour printing (CMYK). The use of PANTON type inks is not allowed. The black font and line colour are always set to 100% Black.
The original figures should have dimensions in width corresponding to their information content: 8 cm (for one column) or 17 cm (for two columns), not exceeding 25 cm in height.
8. All captions are provided in a separate text file. The caption should contain the word “Fig.”, figure number and, after the dot, its title.
9. The list of references (no more than 25–30 titles) is alphabetically ordered and numbered. Publications of Russian authors in the foreign press are given in the list of foreign works. When referring to a publication in the text, only its numerical order in square brackets is indicated.
Links to unpublished works (reports, abstracts, dissertations, etc.), textbooks, GOSTs, TUs, etc. are not allowed. A link to an electronic source is made out with the indication of access URL and date of reference in parentheses. Example: (date of access: 28.07.2022).
After the list of references in Russian it should be Romanized.
10. A single pdf file is attached to the text files, figure captions, and figures, in which figures with figure captions and tables are made up in text at the place of references to them or placed at the end of the article.
11. We recommend that authors familiarize themselves with the main GOSTs for publishing, according to which any manuscript is drawn up:

– GOST 7.0.12-2011 “Bibliographic record. Abbreviation of words and phrases in Russian. General requirements and rules”;
– GOST 7.11-2004 “Bibliographic record. Abbreviation of words and phrases in foreign European languages”;
– GOST R 7.05-2008 “Bibliographic reference. General requirements and rules for drafting”;
– GOST 7.79-2000 "Rules for the transliteration of Cyrillic letters in the Latin alphabet."
